The Vulnerable people in emergencies policy improves the safety of people at risk in emergencies. It brings together planning for emergencies and service delivery.

The policy applies to organisations that are:
- funded by the department to provide personal care, support and/or case management, and
- in the 64 municipalities covered by Country Fire Authority districts.
The policy includes information on screening and maintaining a vulnerable persons register. The register is for people who need help from authorities to evacuate in an emergency.
