Strengthening Aboriginal Community Controlled Organisations

Expanding Aboriginal-led service delivery for Aboriginal children, young people and families through transfer of resources to Aboriginal Community Controlled Organisations.

The Wungurilwil Gapgapduir: Aboriginal Children and Families Agreement and strategic action plan is a landmark partnership between Aboriginal Community Controlled Organisations, government and Community Services Organisations to commit to better outcomes for Aboriginal children and young people.

Child and family services transfer to Aboriginal Community Controlled Organisations interim policy

The policy sets out the process for the transfer of service delivery targets and related resources in the Victorian child and family services sector from government and Community Services Organisations to Aboriginal Community Controlled Organisations. 

The policy aims to ensure timely transfers, processes that uphold Aboriginal self-determination and improved outcomes for Aboriginal children and families by enabling Aboriginal Community Controlled Organisations to deliver a greater proportion of child and family services to Aboriginal children and families.

This is a deliverable of the Wungurilwil Gapgapduir Aboriginal Children and Families Agreement.

The department acknowledges the ongoing leadership role of the Aboriginal community in delivering services and support to Aboriginal children and families.

The department thanks members of the Aboriginal Children’s Forum, specifically the Victorian Aboriginal Child and Community Agency, the Victorian Aboriginal Children and Young People’s Alliance and the Centre for Excellence in Child and Family Welfare, as key partners and contributors to this interim policy.

The policy applies to agencies funded under the Children, Youth and Families Act 2005. It will be in place for an initial 12-month period. 

The policy will also assist Aboriginal Community Controlled Organisations who want to provide services under the Children, Youth and Families Act 2005 but currently do not.

The department will work with Community Services Organisations and Aboriginal Community Controlled Organisations to support implementation of this policy.

The policy affirms our commitment to transfer resources to Aboriginal Community Controlled Organisations. It complements the Treaty process underway in Victoria and supports the aspirations of Aboriginal people to achieve increased autonomy over planning, resourcing and delivery of services for Aboriginal children and families.

Importantly, the policy is an interim measure to provide clarity on current and future transfer negotiations. It is part of the longer-term process to create greater capacity for Aboriginal-led service delivery for Aboriginal children and families.
