The Homelessness flood recovery program (the Program) provides funds to support vulnerable families and individuals affected by flooding in Victoria.
The Program will support the following:
- households that have people with complex needs who experienced homelessness before the floods
- social housing tenants with complex needs whom the floods have displaced
- households not receiving intensive support through other programs
- households receiving NDIS support whose package does not include housing.

Program activities
Service providers can distribute the Program funding under three types of activities.
Intensive service packages
Service providers can give clients practical, personalised and targeted support.
Establishment costs
Service providers can use the funds in this activity to help clients establish a tenancy. This includes purchasing items to furnish a household.
Housing establishment fund (HEF)
Service providers can use the HEF to pay clients’ rent in advance and provide tenancy management.
Referring clients
Clients are referred to the Program via:
- homelessness entry points
- Emergency Recovery Victoria
- Aboriginal Housing Victoria
- approved community housing providers
- Housing offices
- Orange Door.
Allocating funds
The department and representatives from area service providers will oversee the allocation of service packages.
